MWD on an AF usually means pop if you're against anything larger than a cruiser. AB on an AF and you'll take less damage and therefore survive longer, even when webbed.
So yes,I endorse the idea of resisting webs at the cost of using an MWD.
HOWEVER
I sense this would result in gangs consisting of a bunch of AFs and a couple interceptors. Super-tanked AFs doing MASSIVE dps with the assistance of a Ares or something that can disrupt out of neut range.
You need to keep in mind that 2-4 Enyos (~300dps each) can take down even the heaviest tanking battleships.

We're talking an AB speed bonus as well as some web resistance.
Right now getting webbed with an mwd active gets you killed just about instantly.
Also, as it stands if there is a Huginn or Rapier on the field (which there always is), you can forget about doing and damage whatsoever.
They don't need to do more damage (well maybe the hawk and vengeance), and they do NOT need to tank any harder than they already do. They need a speed and agility bonus, that's all.

An AB fit AF will 'speed tank' and medium+ turrets except minmatar medium ac's which track better than 150mm rails...
As for drones and missiles; My Enyo can tank light missiles until the cows come home, and anything bigger does **** damage. Light drones are a bit tougher, but I can kill 'em before I'm in too much trouble 
Anyways, CCP hurry up and give us our AFs. Don't worry about their 'role' as we, the players, will find one.
